Why BI companies do not deliver quality BI?

Reason for this post is another post from Tech Crunch “Why the new guy can’t code?”. Post deals with problem that chosen candidates with recomendations from HR are best. Problem is that this programers can not code.
Reason for this is that education and certificate is not guarantee job will be done.
Solution is to choose candidates that delivered projects till end.

What does this mean for BI vendors? Vendor is chosen and did some work but solution can not be called solution and it is far from expected.

Who asks contacts from reference list how are they satisfied with vendors solution after 5 years of project end?
Reference list and list of features is no guarantee you’ll get what you want from BI solution. OK this still can be avoided by sponsoring contact person. But if complete reference list contains contacting information for quick checks. This is hard to sponsor.
